Exercising one choice can archive and create any number of contracts across any number of applications, and the mediator's verdict covers the whole confirmation request: every action commits or none does, with no partial state. Double spending is blocked at two levels.
The boundary that matters in practice is the synchronizer. A Daml transaction can only consume contracts assigned to the same synchronizer, so cash sitting on a payments synchronizer and securities on a securities synchronizer cannot be swapped where they are.
