Ordinary validators only see and confirm transactions their own parties are involved in; Super Validators confirm every Canton Coin transfer, under a two-thirds Byzantine-fault-tolerant threshold. In the code that threshold is explicit: with n SV nodes the confirmation threshold t is ceiling(n × 2/3), and the system tolerates n − t faulty or dishonest nodes. The SVs act as a single on-ledger identity, the DSO party, which is hosted on every SV node with that same threshold — so anything done in the network's name needs t on-ledger confirmations.
This is the group with its hand on the network's parameters. Fees, reward caps, the minting curve and its split, whether an application is 'featured' and therefore earns rewards, and the membership of the SV set itself all change by two-thirds SV vote, proposed through the public Canton Improvement Proposal process. Admission works the same way: a CIP names the candidate and the weight, and the SVs vote.
