Spot crypto is legal to hold, buy and sell, and the service side runs on MiCA plus a national act, the Закон за пазарите на криптоактиви (Law on the Markets in Crypto-Assets), which the National Revenue Agency cites alongside Regulation (EU) 2023/1114 when it defines what a crypto-asset is. The Financial Supervision Commission (Комисия за финансов надзор, FSC) is the competent authority, and the transitional period during which firms merely registered with the FSC could operate ended on 1 July 2026: from that date only licensed providers may offer crypto-asset services in the EU. Two companies hold an FSC licence, and firms licensed elsewhere in the EU may serve Bulgarian residents after notifying the FSC, which is how the large international venues reach the market - Kraken, for instance, serves Bulgaria under an Irish MiCA CASP authorisation passported across the EEA.

10% flat personal income tax on the annual tax base. The two 10% figures in the Bulgarian rules are different things and are easy to conflate: the taxable income from crypto disposals is the year's gains less the year's losses, then cut by a statutory 10% expense allowance, and that taxable income is taxed at the 10% flat rate the National Revenue Agency states for personal income (15% for sole traders).
