Spot crypto is lawful and now expressly regulated. Norway implemented MiCA through its own Act on crypto-assets (kryptoeiendelsloven), which was sanctioned in the Council of State on 27 May 2025 and entered into force on 1 July 2025, together with amendments to the Money Laundering Act implementing TFR II.
Holding, buying and selling crypto is legal for a Norwegian resident; what is regulated is the provider. The transitional period has closed: Finanstilsynet published ESMA's statement that the MiCA transitional period expires on 1 July 2026 and that crypto-asset service providers without authorisation should immediately wind down their business in an orderly way, stop onboarding new customers and limit services to what is strictly necessary for an orderly wind-down.

22 percent capital income tax on gains from virtual assets, plus wealth tax. Virtual assets such as cryptocurrency, digital tokens and other digital values count as property (formuesobjekter) for tax purposes and all income from them is taxable. Every realisation is a taxable event - selling, and equally swapping one virtual asset for another, is a realisation; a gift transfer is not.
