Spot: the SFC runs a licensing regime for virtual asset trading platform operators, and an SFC-licensed platform may admit virtual assets for trading by retail clients — the SFC's own conduct FAQ discusses what a platform operator must do when an asset 'available for trading by its retail clients' stops meeting the admission criteria, which only makes sense in a regime where retail trading on a licensed platform is allowed. Licensed platforms carry heavy obligations: custody, Know-Your-Client, AML/CFT, asset-admission criteria, market-abuse prevention, audit, risk management and cybersecurity.
