Turkey lets people own and trade spot crypto but has drawn two hard lines around it. The first is payments: since the Central Bank's 2021 regulation, crypto assets may not be used directly or indirectly in payments, and payment and e-money institutions may not move funds to or from crypto platforms.
The second is who may serve you: Law 7518 of 2024 inserted Article 35/B into the Capital Markets Law, so a crypto asset service provider needs prior permission from the Capital Markets Board (SPK) to exist and to operate, and Article 99/A treats an offshore platform that directs activity at Turkish residents as unlicensed provision — a Turkish-language website, a Turkish place of business, or marketing through people in Turkey is enough to establish that it is directed at residents. Operating without permission carries three to five years' imprisonment for the individuals responsible.
A perpetual on FET tracks price and does not confer ownership of the underlying — the same contract mechanics apply in every jurisdiction; what differs by country is legal status and funding rails.
