What the law actually says

Is Grass trading legal in Singapore?

Spot crypto is legal and licensed: 'digital payment token service' is one of the seven payment services MAS regulates under the Payment Services Act 2019, described by MAS as buying or selling digital payment tokens commonly known as cryptocurrencies, and section 5(1) of that Act provides that a person must not carry on a business of providing any type of payment service in Singapore unless the person holds a licence for it or is an exempt payment service provider. Residents therefore buy and sell on MAS-licensed venues — Coinbase Singapore Pte. Ltd. holds a Major Payment Institution licence for digital payment token service, and Coinhako trades under Payment Services Act licence PS20200556.

What the contract is

The contract itself does not change by geography: a GRASS perpetual settles in USDC everywhere.

Rail
Status
Note
PayNow
WORKS
MAS's instant proxy-addressing overlay on FAST, available 24/7; licensed venues like Coinhako and Independent Reserve take it directly.
FAST bank transfer
WORKS
MAS's instant SGD transfer service underneath PayNow, available 24/7; the standard route for larger deposits at licensed venues.
WORKS
Used mainly for USD funding at Independent Reserve; slower and fee-bearing next to the domestic rails.
Credit or charge card
BLOCKED
PS-G03 4.4.1(f) bars DPT providers from accepting credit or charge card payments issued in Singapore, in force since 19 June 2025.
Debit card
LIMITS
The PS-G03 card restriction names only credit and charge cards, so debit cards depend on each venue's own policy, unconfirmed.
LIMITS
Not a common route since instant free bank rails dominate; a counterparty trading at volume falls inside PSA 2019 licensing.
