What the law actually says

Is Litecoin trading legal in Turkey?

Turkey lets people own and trade spot crypto but has drawn two hard lines around it. The first is payments: since the Central Bank's 2021 regulation, crypto assets may not be used directly or indirectly in payments, and payment and e-money institutions may not move funds to or from crypto platforms.

The second is who may serve you: Law 7518 of 2024 inserted Article 35/B into the Capital Markets Law, so a crypto asset service provider needs prior permission from the Capital Markets Board (SPK) to exist and to operate, and Article 99/A treats an offshore platform that directs activity at Turkish residents as unlicensed provision — a Turkish-language website, a Turkish place of business, or marketing through people in Turkey is enough to establish that it is directed at residents. Operating without permission carries three to five years' imprisonment for the individuals responsible.

What the contract is

The contract itself does not change by geography: a LTC perpetual settles in USDC everywhere.

Bank transfer (EFT/FAST/Havale)
WORKS
The only rail a licensed platform may use under Communiqué III-35/B.2 Art. 51(3): transfers only through the customer's own bank account.
E-money wallets (Papara and similar)
BLOCKED
Barred by the Central Bank's 2021 regulation Art. 4(2), which forbids e-money institutions from intermediating crypto transfers.
Credit/debit card
BLOCKED
Excluded because Art. 51(3) allows licensed platforms only bank electronic transfers, not card acquiring.
Cash
BLOCKED
Communiqué III-35/B.2 Art. 51(1) bars platforms from taking, returning, or holding customer cash.
Crypto as a means of payment
BLOCKED
Prohibited outright as a payments ban by the Central Bank's 2021 regulation Art. 3(2); trading itself is not banned.
LIMITS
Widely used in practice; trading for others at volume falls inside SPK licensing.
