Uganda is the clearest case in this batch of a country that has not made crypto illegal and has nonetheless closed the door to it, because the door it closed is the payments door. The record that establishes this is a judgment: Kayondo v Bank of Uganda (Miscellaneous Cause No. 109 of 2022) [2023] UGHCCD 113, High Court of Uganda at Kampala, Civil Division, decided 24 April 2023. The applicant, a peer-to-peer retail investor in crypto, brought judicial review against a Bank of Uganda circular and asked the court, among other things, for "A declaration that Cryptoassets and Cryptocurrencies are legitimate digital assets".
