Is Monad trading legal in Vietnam?

Vietnam moved from tolerated grey market to a licensed pilot in 2025. Resolution 05/2025/NQ-CP, in force from 9 September 2025, opens a five-year pilot crypto asset market: crypto assets may be used for exchange or investment, all offering, issuance, trading and settlement must be in Vietnamese dong, and domestic and foreign investors may open accounts at providers licensed by the Ministry of Finance. The licence bar is high — VND 10,000 billion of contributed charter capital, at least 65% held by organisations, foreign ownership capped at 49% — and the Ministry of Finance, with the Ministry of Public Security and the State Bank, selects up to five providers in total.

What the contract is

A perpetual on MON tracks price and does not confer ownership of the underlying — the same contract mechanics apply in every jurisdiction; what differs by country is legal status and funding rails.

No crypto-specific rate exists yet. Until Vietnam promulgates tax policy for the crypto asset market, the tax rules for securities apply to the trading, transfer and business of crypto assets. Resolution 05/2025/NQ-CP states no percentage rate.

Regulator for Monad trading in Vietnam: Ministry of Finance of Vietnam is the licensing authority for the pilot crypto asset market, working with the Ministry of Public Security and the State Bank of Vietnam; the State Securities Commission receives licence applications.
