Ethiopia has no crypto framework, and the central bank says so itself. In a public notice dated 27 February 2026 the National Bank of Ethiopia told the public that under the current regulatory framework Birr-paired peer-to-peer arrangements on trading platforms, exchanges or similar services are not permitted unless the Bank explicitly authorises them, and that any form of Birr-denominated P2P trading or exchange involving cryptocurrencies is prohibited. Read carefully, that is a prohibition on the rail: nothing makes ownership or offshore trading of spot crypto an offence, and the Bank's own wording is about arrangements on platforms and about the Birr leg of them.
A perpetual on MORPHO tracks price and does not confer ownership of the underlying — the same contract mechanics apply in every jurisdiction; what differs by country is legal status and funding rails.
