Nothing prohibits an individual from buying, holding or selling crypto. What Argentina does bar is the banking system's involvement: BCRA Comunicacion 'A' 7506 of 5 May 2022 tells financial entities they may neither carry out nor facilitate for their clients operations in digital assets - expressly including crypto-assets and instruments whose returns are determined by the movements of those assets - unless authorised by a competent national regulator or by the BCRA itself.
That wording reaches beyond spot: an instrument whose return tracks a crypto price is exactly a perpetual or a CFD, so an Argentine bank cannot route or facilitate that exposure for a customer. It does not, on its own, settle what a non-bank venue may offer Argentine retail clients, and the CNV's rule on leveraged crypto derivatives for retail clients is an open question.
A perpetual on PEPE tracks price and does not confer ownership of the underlying — the same contract mechanics apply in every jurisdiction; what differs by country is legal status and funding rails.
