Colombia neither bans crypto nor licenses it, and those are two different facts that a reader has to hold at once. An individual may lawfully buy, hold and sell crypto-assets, and the tax authority treats that as ordinary asset ownership: DIAN's Concepto Unificado on criptoactivos of 17 October 2023 classifies crypto-assets as intangible assets that form part of a taxpayer's patrimonio and can produce taxable income, and it obliges Colombian tax residents to report their holdings every year.
What Colombia does not have is a supervisory regime. On 26 July 2024 the Superintendencia Financiera stated that it does not supervise, regulate, oversee, endorse or grant permits for transactions or business models based on virtual assets, and that dealings in digital or crypto-assets are not part of the financial system.
A perpetual on SMSN tracks price and does not confer ownership of the underlying — the same contract mechanics apply in every jurisdiction; what differs by country is legal status and funding rails.

No crypto-specific rate. DIAN treats crypto-assets as intangible assets (bienes inmateriales o incorporales): holdings are declared in patrimonio at 31 December each year, and profits fall under the ordinary impuesto sobre la renta y complementarios; there is no dedicated crypto regime. Airdrop rewards are the one carve-out the concept names, treated as ganancia ocasional under art. 302 of the Estatuto Tributario.
