B7-024-735 on Transaction Related to Cryptoassets recognises cryptoassets as a category, sorts them into Group 1 (tokenized traditional assets and fully backed stablecoins meeting a redemption-risk test) and Group 2 (everything else, expressly including unbacked cryptoassets such as Bitcoin), and creates a class of cryptoasset service provider. Article 20 sets out exhaustively what a CASP may do: exchange cryptoassets against fiat in either direction, transfer them, and hold or administer them in custody.
Article 19 then says any entity wishing to operate as a CASP must obtain a licence from the NBC and that the criteria and conditions for that licence are provided in a separate Prakas.
