What the law actually says

Is Plasma trading legal in Sri Lanka?

Sri Lanka does not criminalise holding crypto, but it also gives it no lawful market. The Central Bank of Sri Lanka's public awareness notice of 9 April 2021, issued jointly by the Payments and Settlements Department and the Department of Foreign Exchange, states plainly that there are no regulatory safeguards relating to the usage, investment or dealing in virtual currencies in Sri Lanka, and that CBSL has given no licence or authorisation to any entity or company to operate schemes involving virtual currencies, including no authorised ICOs, mining operations or Virtual Currency Exchanges.

What the contract is

A perpetual on XPL tracks price and does not confer ownership of the underlying — the same contract mechanics apply in every jurisdiction; what differs by country is legal status and funding rails.
