Ghana now has a statute. Parliament passed the Virtual Asset Service Providers Bill, the SEC announced it on 29 December 2025, and the Bank of Ghana states that the Virtual Asset Service Providers Act, 2025 (Act 1154) establishes the legal foundation for the registration, licensing and supervision of VASPs in Ghana.
Holding and trading crypto is lawful; the control is on who provides the service, and the SEC is explicit that all persons and entities conducting virtual asset activities will need to be licensed or officially registered by the SEC or the Bank of Ghana depending on the activity, with the Minister of Finance able to add further regulators. The Bank of Ghana runs its side with the SEC and the Financial Intelligence Centre and has stood up a Virtual Assets Department.
