Spot crypto is legal to hold, buy and sell: MiCA is an EU regulation that applies directly in Romania, it institutes uniform EU market rules for crypto-assets, and it covers exactly those crypto-assets and services that other EU financial-services law does not reach. A Romanian resident is served in practice by a crypto-asset service provider passported in from elsewhere in the EEA: Kraken, for example, serves Romania under an Irish MiCA CASP authorisation (Payward Europe Solutions Limited, CBI reg. C468360) passported to all EEA states, and Romania appears in that venue's EEA list while appearing nowhere in its prohibited-regions list.
