The Canton Foundation, called the Global Synchronizer Foundation until 2025-09-22, is not the decision-maker: it runs one Super Validator node on behalf of its members, staffs the mailing lists, and hosts the committees (Tech and Operations, Tokenomics, Accountability, Marketing, Legal, Audit and Finance) that review proposals before they reach a vote.
The instrument is the Canton Improvement Proposal. Anyone may join the public cip-discuss mailing list and author one; no membership is required.
The Global Synchronizer is run by its Super Validator node operators, and every change to it — protocol versions, fee schedules, reward splits, and the admission of a new Super Validator — is decided by a vote among them in which at least two thirds must agree.
